Ms. Roberta Armstrong, Founder, Chair and Executive Director

Ms. Armstrong began her career as a dual engineer, chemical engineer and paper science and engineering, with the Kimberly-Clark Corporation where she worked in a managerial capacity for six years. She received a JD from the University of Washington School of Law and have completed an extensive internship with the Institute of Indian Estate Planning and Probate working with the Confederated Tribes of the Warm Springs Reservation in Oregon . She brought Indian estate planning education to the Indian Nations in Arizona. Historically, Ms. Armstrong has provided services to under-served communities such as providing free tax return filing as a volunteer income tax preparer to Indian communities in Washington, Alaska, and Arizona and other charitable activities.

As Chair Person, Ms. Armstrong serves as the main contact for the Board of Directors and oversee the administration of SIRE. As Executive Director, she coordinates and conducts education programs and supervises volunteers.



Mrs. Jacqueline H. Roberts, Vice-Chair

Jacqueline H. Roberts has a Masters in Public Administration, an undergraduate degree with a major in History, Secondary Education, and a minor in Sociology. She has over 25 years of management experience in a Fortune 100 company. Her areas of management included, computing technology, business management (budget and finance), strategic planning, project management, human resources, sales, and training. Her specialty was developing and implementing new programs and functions. She retired in 2000. She has served on numerous boards, they include Girl Scouts of America, Retired Senior Volunteer Program, Northwest Rural Opportunities Program; East Side Cherry YWCA Board of Directors; and Advisory Board for Antioch College; she was also a board member of Food Lifeline, where she served as, Finance Chair and Vice-President, Mrs. Roberts also served on the Planning Commission for The City of Richland. Other leadership activities included United Way, United States Savings Bond, Deputy Chairman for the Fund Raising Campaign for Mid-Columbia. She was the President and Owner of J. H. Roberts and Associates, which developed and delivered training workshops and seminars to companies in the Tri-cites. Her strengths and interests lie in mentoring and developing others to reach their full potential.



Mrs. Doris Hill, Treasurer

Doris Hill has a Masters of Education (Guidance Counseling) from Seattle University and a bachelor of arts in Sociology from University of Washington . She has worked in the public sector in Training Management and Work/Life Benefits arena for more than 20 years. She has volunteered her services as a board member on the following boards: American Society for Training and Development, Alpha Kappa Alpha Sorority, Four Seasons Northwest-Ski Club, Treatment Alternatives to Street Crimes, Garfield High School Alumni, and most recently Child Care Resources. She has served as both secretary and treasurer during her tenure on these various boards. Mrs. Hill is also an active member of the American Cancer Society, Reach to Recovery Program, and Angel Care (cancer support group). She is a 12 year breast cancer survivor. She has a strong interest in community involvement and strong belief in the spirit of positive change!

Mr. Halliday was raised in Seattle, Washington along Thorton Creek on the shores of Lake Washington and a member of the Seattle All American Indian Dancers, a dance group founded by Mr. Halliday’s patents, Jim Halliday and Jeanne Thomas. This group performed in the Seattle area in the 1960s and 1970s where they attended many culture events and traveled throughout the Pacific Northwest during the summers. Mr. Halliday’s parents instilled a deep appreciation of cultural values and craft.

In 1977, Mr. Halliday moved with his mother to Wapato, Washington where he lived in the Yakima Valley until 1992. Living on the Yakima Reservation was a wonderful experience to learn and appreciate the differences between Plauteu and Coastal relations. Mr. Halliday made lifelong friends and also worked from the end of the Ellensburg Canyon on the Yakima River to Camp Chaparral on Mount Adams. Mr. Halliday is the great-greatgrandson of Teeias, a peace Chief of the Yakima Tribe, who was known for living in the Selah area.

In 1992, Mr. Halliday moved to the Warm Spring Reservation in Oregon where he married and had four children. He enjoys practicing, teaching and raising his children in the traditional ways. The Columbia River Basin is the cultural foundation of the Plauteu Indian’s faith and all sustenance that derives from its waters, as well as ceremonies for the year. Mr. Halliday enjoys learning and sharing about his roots.

Wills and estates planning are probably the most sensitive issue that an individual will have to deal with in their lifetime and we need to respect the feelings of the Native American individual. I feel I have been blessed with the opportunity to share my personal experiences with SIRE to benefit the Indian Communities in which they serve.



Mrs. Carol Brown, Board Member

Carol Brown has a Bachelor of Science degree in Business Administration with an emphasis in Accounting from California State University, Dominguez Hills. She has over 20 years of accounting and finance experience coupled with a strong background in management at government and private industries.  Her expertise is in corporate financial statement analysis, budgets and forecasts.  Mrs. Brown retired in 2001 but temporarily returned to the work in 2008 to assist a friend in a collection agency.  She has turned her passion for travel into a home-based travel agency.

Mrs. Brown serves on the O’Dea High School (Finance Committee) and Alaska Airlines Gold Advisory Boards.  She has served on the following boards:  Four Seasons Northwest Ski Club (Treasurer, Finance Chairperson, and Fundraiser Chairperson), North Puget Sound Chapter Jack & Jill of America, Inc. (President, 1st Vice President, and Treasurer), Mt. Zion Baptist Church Women’s Ministries Sojourner Truth Circle (Treasurer, and Fellowship Development).  She volunteers at the Bellevue Art Museum, College Success Foundation (mentor), and O’Dea High School (various projects).

Mrs. Brown enjoys traveling, wine tasting, gourmet cooking, walking, hiking, and weight lifting.  She understands the benefits in preserving your trust property for future generations and wants to be an integral part of the process and success.
